Since When is a $23 Million cut a "Mixed Signal"?

Democr-I mean "hypocracy" in action: Seems like a $23 million budget cut is a pretty clear signal to me.

And, um, when you call something an ADDICTION, have direct ties to the cartel that sells the substance, and cut "treatment" research budgets at the same time, that makes you look, um what's the word here? Bad?

At least the pres understands the importance of translating science into plain speech, and has finally admitted to our oil addiction.
